This project focused on mapping out and improving opportunities for cultural activities in Espoo through youth participation. The art and culture unit is offering services for youth in Espoo City. The art and culture unit of the city of Espoo does not organise activities, and initiating or coordinating is not allocated to anyone.

Main Focus: How to involve young people in developing casual after school activities; how to advance youth’s participation when developing interests in art and culture opportunities. How to engage youth to rethink and improve the offering

Semi-structured Interviews and Questionnaires

To have a better understanding of the project content, we conducted a couple of interviews with Art and Culture Unit of the City of Espoo, some organisers in Espoo such as EMMA, EMMO, two youth centres and youth in the Tapiola school.

Workshop

After we gathered some information through the initial research, we found out that participation is not the only matter. This posed a question; what and why do they want to achieve by improving youth participation in the planning? Therefore, we decided to organize the workshop with Kulttuuri Espoo

Probes

To conduct a conversation directly with the youth can sometimes be intimidating for them to express fully about what they feel. So our idea was to have probes which consisted of fun activities for youngsters to perform. The activities were framed in a way which indirectly tackled  the questions that we wanted to know about.

Those pain points are the causes of low participation in art and culture activities currently which should be solved in the final proposal.

Solution

The concept is to create a platform that allows youth, organisers and Kulttuuri Espoo have better communication between each other and help organisers to understand youth better. Through the platform, youth can find and give their voice about art and culture activities, also the platform helps organisers to reach youth easier and know their needs and arrange ctivities what youth actually want. In addition, the platform allows youth to articipate in the decision making part of the activities arrangement.

The concept is to create a platform that allows youth, organisers and Kulttuuri Espoo have better communication between each other and help organisers to understand youth better. Through the platform, youth can find and give their voice about art and culture activities, also the platform helps organisers to reach youth easier and know their needs and arrange ctivities what youth actually want. In addition, the platform allows youth to articipate in the decision making part of the activities arrangement.

Evaluation Workshop

The aim of the evaluation workshop is firstly letting Kulttuuri Espoo and organisers empathize with youth and let them communicate with each other to build  better understanding among all stakeholders. And then knowing what  are the benefits and concerns that could happen in the final proposal from Art & Culture unit and organisers’ perspectives

As the current activity planning includes youth who join it, the content also tends to lean towards those active youth. This proposal can give more opportunities for all youth to have a voice. The process can include youth with less interest in art & culture. Eventually, they can create more chances to attract youth to activities through a wider involvement. 

Kulttuuri Espoo

Organisers

The prerequisite of this service is to build a network among the different organizers and Kulttuuri Espoo. This will create close collaboration and enhance effectiveness. Pop-up events and information distributed through school enables organizers to reach wider youth that they could not reach with the existing ommunication channel before. Plus, ideas created by youth can potentially fit with youth’s interest and consequently, it can attract more youth to activities. Organizers also will be able to keep track of data in the platform and utilize them for more effective participation and planning.

Youth of Espoo

This platform allows youth to have easier access to information, especially for youth who might have an interest in activities but could not find the right information. Regarding participation, as this platform allows youth to post ideas anonymously, it can lower the threshold for participation for youth. Therefore this potentially increases the involvement and youth will be empowered to plan the activities according to their interests. As a result of evet arrangement, youth can feel that they can have an impact and their voices are taken seriously.

Concerns

The biggest concern for an implementation is the cost in some respect. First, the development of the IT system takes a lot of investment. This requires Kulttuuri Espoo to get a budget at first, however, they have to convince the effectiveness of this proposal. Second, the service might take need more workforce to implement. The operation for Kulttuuri Espoo includes monitoring the voting situation, check the feasibility of winning ideas, preparing for a co-planning session and etc. All of these are the new role they do not play at this point.

Besides these concerns, youth’s motivation matters. If the entire process takes too long, it can lead to loss of youth’s motivation. Furthermore, youth might not be motivated enough for co-planning, which is one of the biggest risks.

Also, The operation flow in this service is a different working process from the current one, meaning organisers might have to adapt to it. In this sense, it might increase cost and more effort for organisers

This roadmap is constituted by different steps that would help test the service and make the transition between the current and future service smoother.
